spell descriptions enable?

i read through the other posts that spell descriptions are intentionally turned off, but this however turns them off (combat abilities as well) for all the servers, is there a file or way to turn them back on so when i hop on another server on the list of servers to try out, i can see the spell desciptions and know what im casting before attempting to cast an aoe on 6 npc merchants that one shot me [You must be logged in to view images.
