I tested it for over a half hour and it never hit any mob other than the one I had targeted. I tried just letting the song run, and I tried switching targets. It never hit any other mob except the target, so I don't think its just the general issue we have all seen. I am confident that Kellin's Lucid Lullaby is acting as a single target spell and not AoE like it should. Hopefully the changes made to interrupt and duration will fix this as well, but I thought it was worth posting, especially since others had mentioned it but not provided the exact steps Haynar asked for. I am just trying to help!

Concerning single target songs (all single target songs); once you start a song directed at a mob you have to stop that song then target the new mob and start the song again.
If you just leave the song on and switch targets the song will stay on the original target even if it is dead.
Whether or not that is working as intended, it's how you have to do it.
