SOLUTION FOUND

I rolled an intimidation check against Drol's laptop and won!
jk lol
Right click the shortcut Icon > Properties > Compatibility > check the boxes that say:
Disable visual themes
Disable desktop composition
Disable display scaling on high DPI settings
