The skill should be red I believe in your skills page. This is your effective capped value, for some reason though your skills level up beyond their normal max on this server through use, but are capped at what they would actually be for your level. If however the cap goes up as you level up, you will "jump" to the skill that you have leveled up to beyond your previous cap up to and including new cap.
