Was the initial rotation agreement made with any sort of input from Rogean, or were TR and TMO actually trying to be civil for a change? If Rogean was involved at all then a raid suspension is definitely in order, even if they didn't get the kill. That's like taking your friend's beer while he's in the bathroom, you just don't do it.
