Fearing engaged mobs training?

Can't get an answer in-game from Amelinda about it.

Is it considered training if you fear engaged mobs/pets and it causes a train?

Have done it a few times when being jumped or PvP'ing pet classes. Never got reported before but someone is saying they were reporting me for it.

Update: Just got suspended without warning, guess so.
