I'm pretty sure CT got a lot of casters at the temple and it's not like you can circle the mobs properly at any location either + it's gonna be filled with people.

Same deal with Cities, gonna be plenty of people passing by to ruin the kite and I'm pretty sure that every City with good kiting areas like Oggok for example got 20+ min spawn time? But really kiting guards takes forever and the odds of someone passing by each kite is huuuge.

I really don't see Bard kiting as the n1 class to level up fast in Classic. But feel free to prove me wrong. I'd also say Bard if it was Kunark and the goal was 1-60, cause then you got numerous of high level zones with hundreds of mobs all over the place.
