Another warrior gearing query.

Warrior is currently level 40. Plan on casually grouping.

I'm still uncertain exactly how dual weild works. Does secondary swing depend on delay requirement being met when the first weapon swings (thus having 2 weapons with equal delay being favourable), or do I just want the best ratio heavy hitting offhand?
