Faction requirement for headband/sash quests?

I'm an Iksar monk with dubious faction to ashen order. So I tried to hail Brother Velan (misspell?) about the white sash. He tells me something to the effect of "we save these for those who have proven themselves more" which i take to mean I need more faction.

So I try sneaking and hailing (faction is now indifferent) same message.

I try the turn in for white sash while sneaking, nothing happens.

What is the required faction for this to work? I've killed several many hundred orcs and I'm still dubious. Just want to make sure I dont have to kill another thousand to get the sash to work. Thanks
