FFA is better for large populations, not smallers ones.

Teams is better for smaller populations / trying to grow populations.

I think FFA is probably best for red99, but I think it's worth looking at the team option. I don't think 4 teams was ever balanced, and religion based teams sucked real bad. Here's a possibile setup for 3 teams:

Team 1 - Dark (Trolls, Ogres, Dark Elves, Humans (Freeport))
Team 2 - Shorty Alliance (Halflings, Dwarves, Gnomes, Humans (Qeynos))
Team 3 - Elves+ (High Elves, Wood Elves, Half Elves, Barbarians, Erudites)

These teams are fairly well balanced. It's close to giving each team access to every class. Still if we're talking classic classic here there's no way for all 3 teams to have shaman no matter what, and if humans are split then there is an extra "race" - but the faggot elves need all the help they can get.

With 2 teams it seems there would be too many players that you couldn't hit, unless this oor emancipator programming works better than expected:

And we already know 4 teams is broken. So unless races are able to be classes that were unavailable during classic it looks like it'd be pretty hard to balance teams. Even if the vast majority of the player base wanted teams, it looks nearly impossible to balance in true classic.
