NPC Spawn Issue: Innothule hunters spawn-cycling in Rathe

In the Rathe Mountains inn with the Drinns, at 3942 -1365, there's a spawn point that is automatically despawning and spawning all the hunters that are supposed to be in Innothule for the Noble Hunters quest, per https://wiki.project1999.com/Noble_Hunters
