Why did they single out one officer to charge with crimes? Weren't there a whole bunch there all pacing around unsure of what to do?

The police chief was also charged but has yet to go to trial. The rest can just say they just followed his orders.

Officer Gonzalez(acquitted) was the first on the scene.
