You'd be surprised how often you can have a group with a tank, cleric, enc and 3 rogues. The tank will say 'afk for 7 mins or so, someone cover pulls and tanking so we can keep spawn broken' and the tank gets back but everyone has sat on their butts for 7 mins and the spawns all need to be broken again.
IDK if it is a case of 'I'm playing a dps so I'm not gonna pull or tank', neglected defence stats by the dps players or they genuinely believe a rogue can't do some light tanking with an enc and cleric behind them... /shrug

id be surprised if you can get a tank, cleric, enc, and 3 rogues in a group more than once every 4 months
