A bit hyperbolic. Even so, this is the game, as designed. More people getting involved ends up being counterproductive because everyone has their own ideas about how things ought to be done. There are still plenty who actively participate and volunteer to do extra on raids. It isn't binary, either you're a playmaker or a warm body.
