Naming rules.

Been told twice now by who I believe is the same GM, that ONLY elves are allowed to have apostrophes in their surnames on P99. I have also read through the naming policy and no such rule exists, and have also seen an erudite with an apostrophe'd surname.

Am I missing something, or are the rules arbitrary? Obviously I appreciate the free game, and mean no disrespect, just utterly confused at that outcome of a legitimate surname request.
