Cleaned up Spells again a bit. So I changed how things work a bit I think improved it.

AutoScribe level spells script till 58. The rest are only droppable.

TAKP had 2 loot drop ID's for 58-60 Spells. I merged them into one not sure why they did that. They are on all endgame Kunark mobs, Juggs, Cliff Golem, Emp.

I also put in Min drops for Dragons, Sev Gore Talendor etc Trak VS all drop 2 minimum each from the 58-60 LD ID.

I was thinking about adding a couple more to that list, I added Bane of nife(57) to the upper list, I will add COH also. I will change their spellID's so they don't get autoscribed and the applicable scrolls spellIDS.
