and their near incapability with western views is a feature not a bug which led to some hilarious cultural moments like when they almost started ww3 because we said a nuclear exchange was unwinnable, so they figured if they did a first, small strike we wouldn't counter and would immediately negotiate more favorable NATO terms for them.

both sides felt that way during the cold war, its pretty much why everyone was so scared
it's tough to say who came up with the first strike doctrine first, but alot of US military planners also agreed that the only way to "not lose" a nuclear war, but survive more then the enemy, was to strike first at a time of your choosing.
JFK pissed off alot of them when he refused the idea, among the laundry list of ways JFK pissed off the military
They still shouldn't have taken him out tho, that was a card that would have worked better had it been played later on
