It's not highly debatable. It's quite easy to see how much benefit you get from racial regeration mathematically.

The difference between Ogres and Iksars at level 60 is 8 HP/Tick standing up. Topror gives you 300 HP/Tick. 8/300 is 0.026. You are getting a measly 2.6% increase to your Torpor regeneration as an Iksar. You are trading JBB and FSI for that. Not a good trade.

Torpor Shamans will Torpor + Cannibalize back to full HP/Mana if they want to be efficient, rather than sitting and recovering. Effiency is what we are measuring when looking at what is best, not preference.

People can read the guide in my signature for a more detailed explanation as to why Ogre is the best Shaman race. The posters that argue racial regeration is the best for Shamans at level 60 with Torpor have no such equivalent detailed explaination.
