NPC Spawn Issue: Regis the Reverent

Used to do it myself to sell the bracers. Way back when, Regis would spawn (forced spawn) in between the trees like he does now approx 2 min or so after Zahal the Vile was taken down. He does not roam. Only after Regis was taken down could Zahal spawn again (do not know of his spawn rate), forcing another Regis to pop. Years and years ago there were not multiple copies of Regis standing there.
