Login Server?

hello trying to play here for first time, but the site says I need to create a login server acct, after creating my P1999 account ? The starting guide even says create login sevrver acct following step 4 instructions. So where is this magical step 4 ? Where do you create this login server acct? I must be missing something easy because I see it no where.
