If it's just 18 folks, that's 21,600 bucks. Not such a big deal really when you think of the over all budget.

you got a check for 1400 dollars
those billionaires got 14 ppp loans for a million dollars each that are were all forgotten because they embezzled the money and fired their employees and THAT is what caused the inflation.
