I empathize (I wanted to be able to powerlevel myself) - but practically, I think allowing 2boxing would cause far more damage than selling/trading counts.

Buying accounts doesn't give some massive advantage to a single player that everyone else has to try to meet (i.e. people 2-boxing certain camps, etc...). In other words, if one person 2boxed legitimately (if it was allowed), about 40% of the server would start doing it.

Buying/Selling accounts is relatively innocuous.
