Yeah, I noticed that too. On live, porting to CT was a huge risk as there was quite often, something in agro range of the pyramid. On this server it's been quite safe.

Yep one of my newb momments was related to this.
I think some point later down they line they revamped CT to be a lvl 50+ zone but initially kept the port spells to get there in the 20s.
