Iksar Shaman, getting Heretics (Paineel) faction

Had no idea there was a CT symbol necklace until recently and was wondering how rough grinding out the faction would be for the Heretics for an Iksar shaman. I know there is the Warrens "aoe the zone" tactic but are there other options? I just need indifferent.

Is Paineel an outside city? Would wolf form work? Same deity but I'm sure the race thing is causing most of the faction issues. I read that skelly illusion works but unless an AoN drops outta the sky that ain't happening.

Or perhaps Ball of Golem Clay?
