Having been here from the start, the old world felt okay at 500 and crowded at near 1000. Kunark felt okay at 1000 and crowded by 1400. Velious feels fine at 1400 and was still okay at 2100+. Long-term, I believe it's healthier for the community to have one 1200+ population server than two ~600 population servers.

I would agree with that, having been on p99 since late 2009 myself. As someone who enjoys grouping over raiding, ever since Green launched, I have found the grouping game to be somewhat stagnant, although I do keep several alts placed in hot zones in various level ranges so I can usually find a group when I play. But I do miss the higher population. I feel like the population ranges you gave for each era are pretty accurate for a good overall experience.
