There is nothing ironic about referring to Valerie Jarret as a combination of ISIS and Planet of the Apes. Jarret is black and Rosanne knew it.

I call my white kids "monkeys" all the time. If I had adopted a black one, I would not. Everyone with an ounce of sense knows monkey was a trope for black people.

Words mean things. You are stuck with what society as a whole thinks they mean and not your intention.
