The problem is that they are not human enough. They don't care enough about anyone else. They don't have empathy enough. Thats why the lizardman hilarious conspiracy theory fits so damn well. Many had so little regard for humans that they squashed and betrayed people on their way to power. They are not too stupid to do good work, they are just too evil.

Your intelligence score has no relevance to your effectiveness in the majority of positions. People that can focus are effective.

Usually have to have gone to an Ivy to be taken seriously by the political cartel. Like AOC graduated cum laude from Boston University(that's pretty good!) with a double major(economics and foreign policy), but is regarded as a dumb bar slut by the machine.
