Couple kiloton tactical nuke isn't going to do jack to something that big. You'll need something in the multiple megaton range to even think about doing anything and supposedly (I have my doubts) we don't have anything that big even left in our arsenal. Even if we did, and even if it worked, trading wind and flood damage for widespread nuclear fallout doesn't seem like a very prudent trade. Airburst reduces local fallout, granted, but you'll still have the various other problems relating to dispersion of fissioned materials.

It's an interesting thought, though. Historic above-ground nuclear tests were pretty well always done during good weather so as to maximize the amount of data gathered. Did the Soviets ever do bad-weather testing? I think they ran more tests than we did.
