Orks ARE a biological weapon. They were developed as such,They are a mobile and self sustained weapon wich include multiple cycles, the Final one being the monstruosity 12 meters tall krork.
the midle lifeform of the cycle and most common is the ork, a ork genetic code contain alot of types wich lead to them to adopt multiple roles.
in the case of the mechanics , what u called tech caste it varies there is mechanics wich can barely make a choppa or mele weapon to others wich are able to cage miniature suns to power up vehicles .
and the grots or gretchins are indeed slaves , no ork would allow one to tinker or touch his gear
