I think the vampires and akhevans are native to Luclin.
So there's been 4 arrivals:
- The Shissar and their Emperor fleeing the Green Mist.
- The Combine Empire schisming and fleeing/chasing each other
- Kitty Kerrans getting blowed up high by the Erudite War.
- The player characters who murder all of them in an act of Lunar Genocide.
