They sure have.

...And most of the time the folks who thought that--were right. Where are the Greek city-states today? Where are the Romans, in any of their forms? Where are the Ottomans, the Parthians, the Kushans, or the Guptas? Countries rise and fall. Often enough, history takes its good old time to unfold. For every sudden collapse, there are several gradual declines that cover the span of multiple human lifetimes--with plenty of people standing by recognizing it but powerless to halt the skid.
