Per the Wiki:

Selo's Chords of Cessation
1 : Decrease Hitpoints by 26 per tick (L48) to 32 per tick (L60)
2 : Decrease Attack Speed by 17% (L48) to 20% (L60)

Test I ran:

-Standard Mob attack rate is once every 3 seconds
-Dotted with Selo's Chords of Cessation, mob swung every 2.8 seconds (7% haste)
-Slowed with Largo's Melodic Binding, mob swung every 4.6 seconds (35% slow)
