I don't know, it's not just him, they don't teach the Constitution in school any more? I went to the same high school as Hillary Clinton so perhaps I received an exemplary education meant for scions of the powerful but I had a class just called
Government and we went over all the documents, what they said, how it was all supposed to work, and the reasoning for it. (I did not receive any lessons on server security either). This was one semester in the senior year.
