just add white scales and green scales to the appropriate dragons in ToV. Put white scales on the loot table for Jorl and Goz, and green scales on the loot table for...I dunno, zlex and maybe fesh?

If red scales can be obtained from Ragefire, then it's not unreasonable to maybe make green and white scales more accessible as well.
