Kunark and Velious were originally planned to be included at launch. The concept and story for them existed in the original design. Qeynos/Odus was the first area to be developed and there would have been a boat from Erudin to Velious. That was dropped pretty early but kept in there for future use.
When it came time to do Velious though they were trying to make stuff more convenient overall so just had one boat from NRo.
