Not necessarily, it may mean the first person can't necessarily solo it and doesn't want to lose his spot. I've seen some shady things done by people farther down the list especially when a melee character is ahead of them.

The /list system turns normal EQ rules and etiquette concerning camps on their heads. The staff took normal camp rules that we've been dealing with in one form or another or decades and turned /list camps into a "survival situation." Go figure many people turn on each other like starving, wild animals.
