"Error: Skill at cap value, training failed" Issue

My Rogue made level 5 today. Tried to put a point into Lockpick that became available from my guild trainer. Got an error message "Error: Skill at cap value, training failed".

It ate my point and returned my skill level back to zero. Zoned came back and my skill point was back. Still could not train in Lockpick even though it showed it was available at level 5.
