I don't think Naggy/Vox should ever leash, Naggy atleast should not move into the stairs (past lair door) but should still be aggro per normal rules. (old world no leashing even after velius)
And from some of the old posts regarding CR'ing after N/V raids they say, have someone aggro naggy, move out of range or the door, send in your lev 53+ to do the CR, make everyone camp out or leave the zone after to clear aggro. Plus there was an old official statement about using the stairs to avoid the AE was a big no no, due to the fact that naggy couldn't move out of the room = no 100% safe healing
