Shining Star of Light quest

Doing this quest on Green:

All the quest prompts work, but when I turned in the Honey Jum to Astaed Wemor, I got

[Sat Oct 26 13:44:25 2019] Astaed Wemor says, 'I need proper text, and you need better faction.'

Shouldn't the quest dialogues not work if I don't have the proper faction?
