Qeynos Cultural: Full Plate?

Mars Sedder in South Qeynos sells the molds for Qeynos culturual smithing, full plate, not sure if this is classic.

https://wiki.project1999.com/Talk:Skill_Blacksmithing -- This indicates Cultural armor became available Sep 2000, so it shouldn't be present.
