Mexico probably isn't great compared to USA in some aspects. USA likely has a better welfare system. If your life is shitty why wouldn't you want to goto another country. Some of the people fleeing are law abiding (well apart from the illegal immigrant part) and have no control over what their government does or doesnt do.
