As of now on P99, giving a pet a weapon serves only 2 purposes:

1) force dual wield (as no pets innately DW anymore)
2) a desired proc

weapons do not effect a pets swing delay, or damage.

Fairly certain my level 55 animation dual wields.
It definitely should, considering it's holding 2 swords when summoned.
