Rogean said in the patch notes that he was trying something new to speed up zone loading, and he knew (or at least strongly suspected) there would be side effects:

Rogean: Netcode changes to throttle rates. This will result in faster loading times and possibly help (or make worse, we'll see) any desync.

While he may not be chiming in this thread to acknowledge people, and may not even be reading it, I'm pretty sure he's aware of the issue overall and is somehow gathering data or working on a fix for it.
