Spell: Ice Comet info needed

Before I use the runes to create this spell I need your help. I'm currently lvl 49 with a Research of 165 but unsure of what requirements are needed to create the spell Ice Comet. A few questions I could use your help with so I don't do this incorrectly:

1. What is the min INT level needed?
2. What is the min Research level needed?
3. Any tips or recommendations before using the Frost and Astral runes?
