In that rare circumstance your first character well get the final BP (that they can't use because they're the wrong class) and your second character will just have the gems, and you can't even petition because the staff doesn't refund MQs.

You used to be able to kill the NPC to reset it, but I've heard that since the last patch that doesn't work, so the only way to be truly safe is to wait for a true server reset.

Again, it's very unlikely that this will happen, but you should just be aware that it can happen, and if it does you are SOL and have to acquire a new BP.

yeah I am aware of this thank you. I will wait until I am fairly certain its safe to do. Unfortunately the item came into my posession when I was playing a non plate class so I have no choice but to MQ it anyhow. I think its unlikely someone just randomly put 10k of gems on the npc on the odd chance that is the day i choose to do this.
