As much as I like the idea, my conservative friend has convinced me that a 100% inheritance tax is impossible. Let's say you implement it. What will every rich parent do? Give all their money to their children (at the less than 100% gift tax rate).

Basically you can't have 100% inheritance tax, or any inheritance tax that's higher than the gift tax. And you can't have 100% gift tax (people like to be able to give each other, and their children, gifts).

But I do fully support making the two the exact same rate.
