If you really want to stop ForumQuest, mods...
...then tie these people to ingame accounts.
Make it so only new accounts can post in new players and technical discussion. Require a level 15 character or higher to participate in the rest of the forums. Boom, you only have to moderate one or three locations now and have accountability in-game for who these people are. You'd see a drop in trolls on these forums guaranteed. Discuss.
