It applies to civil cases as well. What does not apply to civil cases is "reasonable doubt". In civil cases "the preponderance of the evidence" is used to decide liability.

Neither criteria were meet with the hearings, therefore, innocents was assumed. This led to confirmation. Justice Kavanaugh could now be sued in a civil case, charged with a crime by law enforcement or more likely charged with impeachment by the house.

due process applies to all judicial actions.
This was not Judicial it was legislative.
Due process was still followed.
