I think their golden level is 28. At that level you have the cool tools you will rely upon in groups (except for all the kiting yahoos earlier that posted lvl 2 AE song or lvl 5 selo's). In particular, these tools are:

lvl 23 - snare/slow
lvl 26 - AE fear
lvl 27 - charm
lvl 28 - single target mez

Once you have these tools, you are a legitimate asset to the group, whether it's duoing outside or in a bigger dungeon group.
