Youtube streaming help

Sooo... I come to work and we have a new computer due to the old one frying.

It has Windows 7 on it. I go to youtube and at first think that my connection is horrible; the video just sits there apparently doing nothing. Come to find out, it downloads the video first entirely then plays it. It will not stream it.

Anyone have a clue how I can make it stream like normal?
